Pine Bluff Chief Refuses to Sign Protocal Agreement

PROTOCOL AGREEMENT
April 19, 2010

Between

Kamectagwacagasihk Cree People
(Cumberland House Cree Nation)

And
The John Cochrane First Nation
(Kaministikominahiko-skak Cree people)

Whereas, Chief John Cochrane affixed his mark to a Treaty 5 adhesion on September 7, 1876; and

Whereas, Chief John Cochrane affixed his mark to a Treaty 5 adhesion on behalf of the Kamectagwacagasihk, the Cree people who lived in the vicinity of Pine Bluff, and the Kaministikominahiko-skak, the Cree people who lived on the Cumberland Island; and

Whereas, it was common practice by Treaty Commissioners to temporarily amalgamate smaller bands into one large band (administrative unit) for the express purpose of fast-tracking their adhesion to Treaty; and

Whereas, it was common practice by the Canadian Government to restore the administrative unit back into the separate component bands, by way of federal Order-in Council; and

Whereas, the Kamectagwacagasihk Cree people were given a reserve in the vicinity of the Pine Bluff area; and

Whereas, the Kaministikominahiko-skak Cree people were given a reserve on Cumberland Island; and

Whereas, the Kamectagwacagasihk Cree people were later re-located from the Pine Bluff area onto Cumberland Island ; and

Whereas, the Government of Canada continues to have unfinished Treaty business with Kaministikominahiko-skak Cree people; and

Whereas, the Kaministikominahiko-skak Cree people made a submission to the Government of Canada to complete the Crown’s unfinished Treaty business by re-instating them as “John Cochrane First Nation”; and

Whereas, the Kaministikominahiko-skak Cree people passed a resolution to become members of the Federation of Saskatchewan Indian Nations (FSIN) in accordance with the FSIN Convention Act; and

Whereas, the FSIN Executive and Indian Government Commission passed a Resolution on January 29, 2010 that the Kamectagwacagasihk Cree people (Cumberland House Cree Nation) and the Kaministikominahiko-skak Cree people (John Cochrane First Nation) meet to discuss cooperation regarding issues of unfinished Treaty business;

Therefore Be It Resolved that CHCN and JCFN cooperate in negotiating a BAND MEMBERSHIP agreement that respects the integrity of each Band’s membership list; and

Be It Further Resolved that CHCN support JCFN’S resolution for membership in the FSIN; and

Be It Further Resolved that both CHCN and JCFN support the FSIN Executive and Indian Government Commission’s resolution that CHCN and JCFN meet to advance the furtherance of each other’s unfinished Treaty business.
